Regulation of the Disposal of Oil Residues in the sea

Rules for Disposing Oil Residues / Oily Water Mixtures


the rules for the disposal of marine oil residues are grouped into two, namely on tankers measuring 150 GT or more and other vessels other than tanker sizes of 400 gt or more following an explanation of the rules for removing oil residues at sea

Rules for Disposing Oil Residues on tankers measuring 150 GT or more (from cargo space)

  1. the ship is not in a special area 
  2. the ship is more than 50 miles from the nearest land
  3. the ship is traveling (sailing)
  4. immediate discharge speed of no more than 30 liters / mile
  5. the maximum amount of residue disposed of is not more than 1/15,000 for old tankers and 1/30,000 for new tankers from the amount of cargo transported.
  6. the vessel in its operation uses ODM and control systems and has a slop tank arrangement system as required.

Rules for Disposal of Oil Residues on ships other than tankers measuring 400 GT or more (from the engine room)

  1. the ship is not in a special area
  2. the ship is on its way
  3. the oil content of discarded sewage water does not exceed 15 ppm
  4. the vessel uses oil separator equipment that meets the requirements
  5. for tankers, sewage / oil residue / oily water does not originate from the pump room or mixture of cargo residue
  6. the oil filtering system used must be equipped with automatic stopper equipment if the oily water content exceeds 15 ppm

Rules for Disposing Oily Residues in the Sea Can be Excluded if


  1. the disposal is intended for ship safety or life safety at sea or
  2. the disposal is carried out due to damage to the ship or equipment where: all precautions have been taken or
  3. disposal of materials containing oil is carried out to reduce or prevent the occurrence of greater pollution 
  4. Disposal is intended for research activities



Matters that must be reported relating to the emergency disposal of hazardous materials

As for matters that must be reported related to the disposal of oil residues at sea, related to the rules for removing oil residues at sea between them:
  1. Disposal that exceeds the allowable limits or the possibility of disposal of hazardous materials for reasons of ship safety or life safety at sea
  2. Disposal during normal operation of the ship that exceeds the allowable amount as regulated in the MARPOL 73/78 convention
  3. Damage to ships which are 15 meters in length or more, which results in ship safety, including collisions, runoff, sinking, fire, explosions, ship structure damage, flooding and cargo transfer and resulting in navigational safety including damage to steering gear, propeller engines - propeller power generation systems and other navigation equipment


Matters that must be reported in the event of a ship emergency (sea pollution)

If an incident occurs in connection with pollution, the following matters must be reported:

  1. Identification of ships involved in pollution
  2. Time, place and type of event
  3. The number and type of pollutants that spill
  4. Help and type of rescue needed


Reporting Procedure


reporting must use the fastest communication channel with the highest priority for the nearest coastal country, following standard reporting procedures as regulated with regard to hazardous materials
